About Clean Air Collective

The Clean Air Collective was a result of the observation that most of the problems we face today, including air pollution, cannot be solved with individuals or organisations working in silos. The Collective was created as an unbranded network working on air pollution - to align on strategy, to complement each other's work, to reduce duplication of efforts, and to ensure deeper impact through collaborative work. The Collective currently comprises 150 members - a diverse set of people and organisations.

This Year

With the support of members of the Clean Air Collective, Asar framed 7 broad ideas and levers that could boost the existing efforts to mitigate air pollution. Over the course of the 2 day event, all the participants, divided into 7 working groups, will unpack the ideas to provide broad roadmaps to achieving them.

The Programme

6th and 7th December, 2024

The convening aims to identify strengths and improvements needed within the current framework of policies and government structures which can strengthen pathways for better air quality outcomes. To decipher how to enable more effective collaborations between all relevant stakeholders, across cities and regions, and within our ecosystem. To ascertain how to ensure evolving air quality narratives address diverse sectors from a solutions lens to catalyse social and political action on air quality. The convening aims to unpack these various levers that could ultimately enable non linear positive impact on the air we breathe.

To help set context for the event, we have a panel discussion on what the National Clean Air Programme could include to ensure measurable reductions in emissions in the country.

The following broad ideas will be the main focus for the 7 Working Groups

Topic 1How can we maximise impact of existing policies / schemes / missions, (including but not limited to NCAP) and existing governance structures to deliver air quality built on the experience and learning so far. We will also explore how to improve work through the NCAP approach. What can we do better in the existing framework? The working group will dive deep into what kinds of impact can be delivered through multiple policy pathways. The group will look at the institutional structures for each of these and identify the kinds of stakeholders we need to engage to have an impact.
Topic 2How do we significantly improve the network infrastructure and connections to ensure that there is information flow and sharing of experience, expertise and learnings across cities / air sheds / regions to enable non linear impact. The working group will look at how both existing and new networks as well as inter-government platforms could be leveraged and /or built to improve civil society and government / regulatory impact. It will examine how groups / organisations can work better together? What are the barriers that need to be addressed?
Topic 3Narratives on air quality have evolved significantly over the last decade however, there is still a lot of work to be done to both expand and build depth on narratives that will enable social and political behaviours that will accelerate air quality action. This working group will unpack mobility to build narratives that support clean air.
Topic 4To build an effective narrative on air quality, it’s essential to focus on household air pollution, a major issue in India affecting millions. This working group will discuss how this can be actively addressed.
Topic 5Air quality narratives have improved over the last decade, but more work is needed to deepen and expand them to drive social and political actions for cleaner air. This working group will focus on creating a cohesive plan to build a narrative connecting micro, small and medium enterprises and air pollution in India, and identifying key solutions to prioritise.
Topic 6This working group will focus on expanding the role of tactical air quality data in building impactful narratives on air quality, and efficient mitigation pathways in India.
Topic 7Building a cohesive air quality narrative must link waste management practices with air pollution challenges in India. This connection could highlight how waste disposal and burning contribute to air quality issues and health risks. The working group will discuss how both issues can be linked more actively.
